The film begins showing the declaration for the presentation of the honorary freedom of the borough of Beverley to Mr Arthur Victor Duffill (representing Beverley ex-service men) and Mrs Annie Dorothy Purvis (representing Beverley ex-service women) on 5th June 1947, with H S Nicholson, Mayor; and Robert Preston, Town Clerk.
The Town Clerk reads out a declaration from a table set in front of a room full of people. He is followed by the Lord Mayor making a speech. Arthur Victor Duffill, in his navy uniform, is handed a framed certificate, followed by Annie Dorothy Purvis being handed a similar framed certificate. Both certificates are shown, and both recipients sign a book. There follows two more speeches before the two recipients each make a speech, followed by the Lord Mayor again. After the speeches the two recipients sign programmes of the event, with their photographs, being brought to the front by members of the audience. The two framed certificates are on display at the front, and the film comes to an end with Mr and Mrs Duffill.
