The film opens with a small group of female police officers who are standing to attention outside the entrance to the police headquarters. A larger group of male police officers stand in rows facing the entrance of the building. A man who is accompanied by the Mayor walks along the row of men and talks to some of them.
The next scene is set indoors and the same man is brought around to meet people who have lined up around the building. The people then file into a hall and take their seats on a podium at the top of the room while and audience sits and listens to them. Several men make speeches and a man in a gown presents one of the men with a metal; some of the women are presented with bunches of flowers. A lingering shot shows all of the men and women seated in the podium. Another policeman makes a speech and then presents one of the men with a pair of handcuffs.
The final shots take in the various parts of the station including the incident room where there are policemen on the telephones and the bar area where some of the men play a game of snooker.
