A driver pulls up beside the curb and gets out of car. The next shot is an architectural model of a cluster of buildings. A group of people are standing around looking at the model and the shot is taken from behind them. Several of the people in the group have medals around their necks, including Lord Mayor Alderman W. Marshall Herd and the Lady Mayoress.
Outside a crowd of people have gathered as the visitors all file out and over to the circular object and the covered table.
One of the men makes a speech while the others stand behind him; in the background the Bradford cityscape is visible. There are shots of a crowd of people standing around listening. The man making the speech holds up a red card for all to see and people clap. The camera pans around the entire area to show all of the people who have come to watch.
There is a brief shot of a man sitting beside the open boot of his car with ear phones connected to a sound or speaker system. The man making the speech keeps talking and there are more panning shots of the men and women of all ages standing around.
Following this, one of the men scrapes some cement into a hole in the middle of the circular object and then the other man hammers a metal piece into the top of it; everybody claps. A woman makes a speech and then there are shots of all the visitors chatting and walking back to the car with the driver.
The final shot is of the cars driving away from Bradford College; a bus is also waiting to drive off the campus.
